  • 3 cups powdered sugar
  • ½ cup unsweetened cocoa powder
  • ¼ cup heavy cream (more if needed)
  • 1 tsp vanilla extract
  • Pinch of salt
  • 12 chocolate wafer cookies or Oreos (for hat brims)
  • 12 chocolate sugar cones (for hat tops)
  • 1 cup semi-sweet chocolate chips (melted, for coating cones)
  • Halloween sprinkles or orange-colored icing (for decorating hat bands)

Instructions

  1. Preheat the oven to 350°F (175°C) and line a muffin tin with cupcake liners.
  2. In a bowl, whisk together all-purpose flour, cocoa powder, baking powder, baking soda, and salt.
  3. In another bowl, combine granulated sugar, vegetable oil, eggs, vanilla extract, and buttermilk until well mixed.
  4. Gradually add the dry ingredients to the wet mixture; stir in hot water until smooth.
  5. Divide the batter evenly into the cupcake liners and bake for 18–20 minutes.
  6. Allow cupcakes to cool completely before frosting with chocolate buttercream.
  7. Dip each chocolate sugar cone into melted chocolate until fully coated. Allow excess chocolate to drip off and place them to set.
  8. Once set, place each cone upside down onto either a chocolate wafer cookie or Oreo to create your witch hats.
  9. Pipe a band of orange icing around the base of each cone and sprinkle Halloween-themed decorations as desired.
  10. Generously frost each cooled cupcake with chocolate frosting and top each one with a witch hat.
